Nope. It was a new one to me. The translation is also tentative, and errors are mine. My usual source wasn't sure it was the formal or personal, "They" or "You".
Heidegger's "Betrieb" is sometimes translated "hustle" (M&R's BT&T, e.g., H. 177-8) and sometimes as "ongoing activity" ("Age of the World Picture", Lovitt's trans., p. 124). But I like your "operates", as in "they are smooth operators", or, perhaps just as hiply, "They are what is going on". In any case, they (possible THE they, das Man) make the scene, yes?
